Narváez was allowed to establish two towns and three fortresses in these lands. 7 However, Narváez’s broad mandate entailed its own complications. For starters, it would make the expedition costly. Each settlement had to consist of at least 100 men (and eventually some women as well), and therefore Narváez would have to offer passage to 200 settlers at a minimum, not counting the friars to look after the spiritual well-being of the natives, and a handful of royal officials to make sure that the imperial coffers received a share of the proceeds.
