Unfortunately, the confidentiality that attaches to the outcomes of IAEA inspections for states in good standing with the treaty or in IAEA eyes working earnestly to achieve that status, while understandable up to a point, means that details of states’ formerly secret nuclear programmes, now in the hands of the IAEA, are covered in the same blanket of secrecy.

Four important 1970s deals were disrupted in the process. A sale to Pakistan of a French-supplied reprocessing plant did not in the end occur, but Pakistan built its own (unsafeguarded, as Pakistan then, as now, was not a party to the NPT). A sale to South Korea of a reprocessing plant was cancelled as a result of US pressure. A German sale of reactors and uranium enrichment plant to Brazil appeared to survive US hostility, but eventually fell through on grounds of cost. Brazil subsequently explored uranium enrichment (originally unsafeguarded).
