All the fourplexes consist of small two-bedroom apartments, each of which contains a living room, a kitchen, one bathroom, and, in the case of the upstairs apartments, a small deck (see Figure 2). The apartment complexes are separated from the government project by a high cement wall that divides the population of mostly first-generation Mexican immigrants and Cambodian refugees in Santech from the second-generation Mexican Americans and Vietnamese residents who live in the housing project.

By the end of the decade, capitalizing on government help and their own social networks, many of the Vietnamese and Cambodian families moved either to other neighborhoods in San Jose or to rural California towns. 20 The most important public institution in Santech is an elementary school. Located at the heart of the barrio, the school has been the center around which much of the social and political life revolves. The history of the school, built in the early 1960s, mirrors that of the rest of the barrio.

The origins and educational backgrounds of the residents of Santech are far from homogeneous, challenging simplified notions about Mexican communities made up of uneducated immigrants from rural areas. The majority of Mexican immigrants in Santech come from traditional migrant-sending regions like Michoacán, Guanajuato, Jalisco, and Zacatecas. Although many migrated from rural parts of these regions, others come from cities in these and other states, including Mexico City, Guadalajara, Veracruz, Acapulco, and Ensenada, where they worked in factory and service jobs.
