In the case of the ECSC we are in the presence of a particular form of high modernism which we call liberal high modernism. We use this concept as a sensitizing device which allows us to see the genesis of the EC/EU in a slightly different light. To tax or to conscript, to educate or to punish its population, the state must first be able to see them.
