Political prudence, which takes the more distant consequences into account, andthe acknowledgment of norms, which are applied as natural and international law, serves to mitigate arbitrary power. (3) Moral guilt: I, who cannot act otherwise than as an individual, am mora1ly responsible for all my deeds, including the execution of political and military orders.
